Assisted Living Waiver

This government-supported housing policy, launched in 2009, serves 15 counties across California, including Los Angeles and Orange. Its mission is to address the housing challenges faced by low-income seniors with health-related difficulties, aligning with the welfare vision of “From Cradle to Grave.”

Home and Community-Based Services (HCBS) waiver

The program is designed to assist Medi-Cal beneficiaries to remain in their community as an alternative to residing in a licensed health care facility. The program makes affordable housing with personal and health-related services available to seniors and individuals with disabilities, maximizing dignity, privacy, independence and autonomy. It also provides an alternative to long-term care placement in a nursing home.

Who's eligible

Age 21 or older, have full-scope Medi-Cal eligibility with zero share of cost, Have care needs equal to those of Medi-Cal-funded residents living and receiving care in nursing facilities, Willing to live in an assisted living setting as an alternative to a nursing facility,

Able to reside safely in an assisted living facility or public subsidized housing.

Services

Daily living services (bathing, grooming, dressing, medication management, three meals

and snacks, transportation services to medical appointments, and other essential needs) are reimbursed by Medi-Cal. Room and board services should be paid by the resident.

Housekeeping and laundry, recreational activities, and 24-hour awake staff are provided.
